Animated Picture: Change Properties
- Changes the properties used for the animated picture.

  Picture ID:
  - Select which Picture ID to affect.

  Loop?:
  - Animated pictures will loop back to beginning once it reaches the
    last frame.

  Wait Frames:
  - Number of frames to wait before moving to next picture cell.
