Scene: Open Recruiting Boarding
- Opens the recruiting board to hire new actors.
- Cannot be used in battle.

  Actor ID(s):
  - Select which Actor ID(s) to be able to recruit.

  Discount Rate:
  - Determine the discount rate used for this shop.
  - You may use JavaScript code.
